In 2013, he established the first crude oil-based international energy SPOT trading center in Dalian Free Trade Zone, China. HETC provides a more efficient and convenient trading service platform for both demand side and supply side of domestic and foreign energy products.

Xu Jun’an, Director of Huanbohai Energy Trading Center with bachelor's degree from university. His ancestral home is Yangzhou, Jiangsu Province. During 1984-1990, he became Deputy General Manager of China Agricultural Technical Corporation. From 1990 to 2011, he became Director of the China Material Products Coordination Office. He is currently the head of the smart village science and technology company of the poverty alleviation group.

Mr. Javier Silva, who has accumulated rich practical experience in the field of bulk energy and mining trade over the years, has kept close in touch with many senior political and business officials in Europe and Africa and had served as CEO of the INTEC Group.From 2013 to 2015 he served as CEO for Europe and Middle East at Hp Xcam. In 2016, he established partnership with Huanbohai Energy Trading Center (HETC),China to form a unity. In February 2019, Mr. Javier Silva with HETC in China built HETC European headquarters together and he serves as CEO, which aims to promote the implementation of the global energy strategy and innovative win-win mechanisms to ensure transaction security and satisfaction of end users and suppliers.

Lee Chengpin

Mr. Lee Chengpin, a Brazilian overseas Chinese, has been working on various bulk resource projects for many years and has operational experience in crude oil, bio-fuels and mineral resources over 20 years. Combined with the consensus of the global peers, Mr. Lee Chengpin has created a number of resource exchange platform in the rich South America, which has assisted countless enterprises to achieve equality, security and win-win transactions. In 2013, he established the "Brazilian China Cultural Exchange Association" and he is still the President of the Association. Later in 2018, He cooperated with Huanbohai Energy Trading Center (HETC) and then built South American headquarters together in 2020.
